New Hampshire Lakes launches a new exotic weed control grant program


Thanks to Senator Judd Gregg, NH LAKES has secured federal funding to help lake associations and municipalities manage their exotic infestations in 2010. Matching grant awards of up to $5,000 will be available to assist local groups in their efforts to purchase or construct Diver Assisted Suction Harvesting systems, hire Certified Weed Control divers to harvest infestations, and implement other forms of non-chemical control.

Reptile restrictions to be voted on by Senate

“All those snakes except for a boa constrictor can get huge. I mean ... an anaconda can get 20-30 feet. A Burmese python [subspecies of the Indian python] can get 20 feet. A rock python can get 20 feet. A reticulated python can get like 30-35 feet. For all that stuff, we wouldn't sell it to begin with. But now that the state's banned it, it means you can't sell it,” says Scott Oechsle, owner of Captive Life Forms in Spencerport. Together with his father, Gary, “The Reptile Guys” do live shows and sell reptiles to the greater Rochester and western New York area. Oechsle continues, “Banning the importation of those bigger ones aren't a big deal ... Stuff like that, your general public shouldn't have.”

The snakes Oechsle is talking about are those included in U.S. Senate Bill S. 373, a piece of legislation that would ban importation and interstate commerce of certain species of snakes. These species are:

* Indian Python (Python molurus)
* African Rock Python (Python sebae)
* Southern African Python (Python natalensis)
* Reticulated Python (Python/Broghammerus reticulatus)
* Boa Constrictor (Boa constrictor)
* Green Anaconda (Eunectes murinus)
* Yellow Anaconda (Eunectes notaeus)
* Beni or Bolivian Anaconda (Eunectes beniensis)
* DeSchauensee’s Anaconda (Eunectes deschauenseei)


In New York, most of these snakes have already been banned by the state for some time; boa constrictors are the only species listed that are traded regularly in New York state, according to Oechsle. On a national level, however, there are no such restrictions in place. With many owning the giant snakes as pets, a good number of reptile enthusiasts are putting up a fight.

Behind the Bill

Introduced by Florida Democrat Bill Nelson, S. 373 is a bill intended to protect the Florida Everglades, which have been invaded by non-native Burmese pythons. In the subtropical climate, these pythons have found ample prey, including animals appearing on endangered species watch lists. Before a Congressional committee, Nelson testified that it is necessary to specifically include these snakes in the prohibitions listed in the Lacey Act, which prohibits interstate or foreign trade of any fish, wildlife or plant in violation of any law, treaty or regulation of the United States or of any Indian tribal law, in order to reduce the number of pythons released into the wild by pet owners who don't understand what caring for a python really entails.

Adirondack Invasive Species Steward Job

The Nature Conservancy is the world’s leading conservation organization, working in all 50 states and more than 33 countries. ESSENTIAL FUNCTIONS
This Stewardship position provides hands-on exposure to all aspects of the Adirondack Park Invasive Plant Program’s invasive species prevention and management work throughout the Adirondack region.

Lead Projects: The lead projects will focus on invasive species surveys and management within the Adirondack region. Working with the APIPP Terrestrial and Aquatic Invasive Species Project Coordinators and conservation partners, the steward will be involved in surveying, management, and public outreach on a variety of projects throughout the region. Half the amount of time will be spent assisting the Terrestrial Coordinator with early detection and control of terrestrial invasive plant infestations, and the other half of time will be spent assisting the Aquatic Coordinator with aquatic plant surveys and management at priority sites.

a) Surveying: Directly assist with early detection surveys throughout the Adirondack region within NYS Department of Environmental Conservation Forest Preserve lands and waters, NYS Department of Transportation Right-of-Ways, wetlands and private lands. Validate, document and measure new infestations via hand-held GPS unit, survey forms and photo-documentation.

b) Management: Directly assist with implementing best management practices to contain, suppress and eradicate terrestrial invasive plant infestations. Duties to include manual management, release of biocontrols and preparatory work for approved herbicidal controls. Assist with the secure containment and disposal of gleaned invasive plant materials. Assistance with aquatic invasive plant management efforts may include providing topside assistance with SCUBA hand-harvesting efforts.

c) Public Outreach: Through daily course of work provide public outreach at invasive species worksites and at prescribed events throughout the Adirondack region, e.g., Invasive Species Awareness Week, and as special opportunities arise.

General: The steward will work closely with APIPP staff and principal partners and will report directly to the Terrestrial and Aquatic Project Coordinators. In addition to the listed duties, there will be vehicle, tools and equipment maintenance and other work as needed as summer work priorities evolve, and as the steward’s interests dictate. Work will be primarily in the field in all sorts of weather, sometimes in remote locations with rugged terrain. The steward is expected to work independently as well as with APIPP partners and the public.

BASIC QUALIFICATIONS
-College Sophomore and 6 months of related experience (can be a combination of past job experience, academic work, volunteer work, etc)
-Experience using MS office, Word and Excel, and navigating the Internet

This position requires a valid driver's license and compliance with the Conservancy's Auto Safety Program. Employees may not drive Conservancy-owned/leased vehicles, rental cars, or personal vehicles on behalf of the Conservancy if considered "high risk drivers." Obama administration's stand on carp criticized

President Barack Obama staked his claim as the Great Lakes president during the heat of the 2008 campaign when he pledged to pump billions of dollars into a restoration plan for the lakes while at the same time champion a "zero tolerance" policy for new invasive species.

That "zero" is starting to look like a political bull's-eye for conservationists and regional politicians critical of the Obama administration's decision Tuesday to oppose efforts by a coalition of five Great Lakes states to force Illinois and the Army Corps of Engineers to do more to protect Lake Michigan from what many fear is an imminent invasion of the jumbo carp that could ravage the Great Lakes' $7 billion fishery.

"It is inexcusable that the administration has decided to side with their political allies in the state of Illinois to protect the narrow interests of their state, while the rest of the Great Lakes region and federal taxpayers will be forced to deal with the carp entering the lakes," said Rep. Candice S. Miller (R-Mich.).

Conservationists who weeks ago were aglow over Obama's billion-dollar plan for the Great Lakes were in a different mood Wednesday. They said it all might mean money down the drain if the administration doesn't recognize the threat carp pose to the lakes and take - or at least not oppose - action to close some navigational locks considered the last thing standing between the carp and Lake Michigan.

"The Obama administration has miscalculated the threat Asian carp pose to the Great Lakes," said Andy Buchsbaum, regional executive director of the National Wildlife Federation's Great Lakes Regional Center. "Without immediate action, an invasion of Asian carp will unravel many of the president's Great Lakes initiatives."

NC group urges fight against pest plants

A North Carolina group watching the spread of environment-changing foreign plants wants to declare war on the invaders.

For a week beginning Sunday, the North Carolina Exotic Plant Pest Council wants people to focus on invasive species.

Plant Pest Council President Rick Iverson says kudzu is probably the invasive plant that most people know best, but it's so widespread that it can't be stopped.

Iverson says it's time to look out for the next kudzu and stop it from spreading before it becomes a serious problem. The group says early detection gives eradication measures better chances for success.

The Southeast Exotic Pest Plant Council has information on invasive plants, what they look like and the problems they create on its Web site.

Insect pests outlast frigid weather in mountains

ASHEVILLE, NC — January's deep freeze won't put much of a dent in pest populations come spring. Ticks, chiggers, fleas and even fire ants spreading from the south will still come out to bite, specialists say.

It also won't have much of an effect on foreign invasive pests such as the disastrous hemlock woolly adelgid and that old Southern staple: pine beetles.

“Insects that we have here are adapted to surviving our winters,” said Linda Blue, an agent with the Buncombe County Cooperative Extension Service. “Yes, it's much colder than we've been used to, but nothing out of our range. We're rated for as low as 10 below.”

Asheville posted five consecutive days from Jan. 2 through Wednesday when highs stayed below 30 degrees, but that's still short of the record of eight consecutive days below freezing set in December 1995, according to the National Climatic Data Center.

Insects survive the winter by burrowing deep underground where temperatures remain steady.

Even fire ants, an invasive species that have spread up from Alabama into North Carolina, then west into the mountains, are largely immune to routine cold, explained Steve Bambara, an extension entomologist with N.C. State University.

Studies suggest that several weeks with temperatures reaching 10 below could put a halt to fire ant colonies, which have steadily marched into most North Carolina counties from more tropical climates. “But we don't see that much,” Bambara said. “Where we started having outdoor ice skating, then that would probably kill some ants.”

REQUEST FOR PROPOSALS – FY2010

Program Description and Eligibility

The Florida Exotic Pest Plant Council is soliciting grant proposals for non-native invasive plant education and outreach projects in Florida. The intent of these grants is to provide funding to organizations or individuals who will educate Floridians about non-native invasive plants and their influences on the environment and economy of Florida. Proposals will be accepted from individuals, public or private nonprofit organizations, and academic institutions.

Evaluation Criteria

Award preference will be given to proposals that meet the following criteria:
• Involve plants listed as Category-I species on the FLEPPC 2009 List of Invasive Plant Species, found on www.fleppc.org (projects involving Category-II species will also be considered);
• Include an educational message that will reach a large segment of the community;
• Heighten community awareness about non-native invasive plant identification, management, prevention, environmental and/or economic impacts;
• Involve an active component (passive programs such as signs, brochures or websites should be enhanced to promote an event or an action involving the target audience);
• Include an evaluation of project success;
• Demonstrate matching funds or in-kind contributions;
• Include partnerships (please specify type and degree of involvement for partner entities);
• Include a detailed timeline of grant activities.
• First time applicants and new/startup projects will be given preference, although repeat applicants and established programs will be considered.

Application instructions and further information may be found on the FLEPPC website (www.fleppc.org). Grants may not be used to fund food or beverages, capital expense items (sprayers, chain saws, machinery, herbicide), overhead costs (e.g., electricity) or large-scale herbicide application activities. Requests for funding should not exceed $1,000.00 and all funds awarded are to be used within one year of receipt. If full funding is not available, partial funding may be awarded. Applicant/organization must present a summary of results at the FLEPPC annual meeting (poster or presentation) or provide a summary article for possible inclusion in Wildland Weeds magazine. USDA announces additional funding to control the Asian Longhorned Beetle in Massachusetts

WASHINGTON, Jan. 11, 2010 -- Agriculture Secretary Tom Vilsack today announced the availability of $41.5 million in emergency funding to prevent the spread of the Asian longhorned beetle (ALB) in Massachusetts.

"The USDA, along with our key partners in Massachusetts, has worked hard to contain and the Asian longhorned beetle, an invasive pest that has the potential to devastate our forests and backyard trees," Vilsack said. "These additional funds will allow for a more aggressive approach to ensure ALB does not spread to other areas in New England."

The emergency funding will be used in Massachusetts to increase tree surveys in order to determine the extent of the infestation, expand the use of treatments to reduce the beetle population and ensure the timely removal of infested trees.

"I have been to Massachusetts, seen the impact of ALB on communities and spoken to lawmakers and residents directly affected because I wanted to hear the concerns of many partners working with us in this effort," Vilsack added. "With this funding, USDA reinforces our shared goal of stopping this destructive pest and protecting valued resources."

Phragmites partners with microbes to plot native plants' demise

ScienceDaily (Dec. 28, 2009) — University of Delaware researchers have uncovered a novel means of conquest employed by the common reed, Phragmites australis, which ranks as one of the world's most invasive plants.

phragThe invasive strain, which hails from Eurasia, overtakes its "native" cousin, which has lived in North America for the past 10,000 years, ironically by provoking the native plant to "take itself out," through a combination of microbial and enzymatic activity in the soil.

The research by an interdisciplinary UD team led by Harsh Bais, assistant professor of plant and soil sciences, is reported in the December issue of the scientific journal Plant Physiology and also is highlighted in one of the journal's editorials.

Bais's co-authors include postdoctoral researchers Gurdeep Bains and Amutha Sampath Kumar in the Department of Plant and Soil Sciences in the College of Agriculture and Natural Resources; Thimmaraju Rudrappa, a former UD postdoctoral researcher who is now a research scientist at DuPont; Emily Alff, an undergraduate who became involved in the study through a Research Experiences for Undergraduates (REU) fellowship; and Thomas Hanson, associate professor of marine biosciences in the College of Earth, Ocean, and Environment.

In previous research, a team led by Bais determined that Phragmites employs a strategy known as allelopathy, in which plants release toxic chemicals into the soil to deter other plants from growing close to them.

In soil studies at the Delaware Biotechnology Institute, a premier center for life sciences research at UD, the scientists discovered that invasive Phragmites produces elevated levels of a benign compound, a precursor of gallic acid known as gallotannin, relative to its native cousin.

However, when this gallotannin, a polymeric phenol, is attacked by tannase produced through enzymatic activity by native plants and rhizospheric microbes, toxic gallic acid is produced and released in the root zone, exacerbating the invasive Phragmites' noxiousness.

"The tannins are like partners in crime in the process," Bais said.

He noted that Hanson and Kumar collected microbes present on the root surface of the plants and revealed that the "bugs" cleave the polymer (gallotannin) to release the monomer (gallic acid) because the microbes are using the tannins as a carbon source.

"It's like a two-way highway," Bais said, "the plant is working with bacteria to secrete gallic acid into the soil."

Bais says that the microbial population is the same in the native versus the invasive Phragmites. The invasive variety simply secretes more gallotannins into the soil than its native cousin, putting the native plant at a disadvantage in turf battles between the two strains.

Phragmites has overtaken millions of acres of wetlands in the United States, thanks to the aggressive, invasive strain of the plant that came on the scene some 200 years ago from Eurasia.

The exotic species has displaced the non-aggressive native variety of the plant, relegating the native strain to isolated patches and wetland margins along the Atlantic coast.

"Now we have a way to remedy the sick soil," Bais said. "After years of research, we have identified a mechanism that may lead to a solution to the Phragmites invasion."

The research was supported by the University of Delaware Research Foundation (UDRF). Gurdeep Bains's involvement in the study was made possibly by a BOYSCAST Fellowship from the Department of Science and Technology, India.

Old technology coming out of the closet

It’s almost like weed control has been transported back to the 1980s, what with all the cold steel, post-directed rigs, hooded sprayers and residual herbicides becoming more prominent in the arsenal.

As glyphosate-resistant weeds continue to march across the Mid-South, many farmers are being forced to pull old weed control technology out of the grass patch.

For some, it’s almost like weed control has been transported back to the 1980s, what with all the cold steel, post-directed rigs, hooded sprayers and residual herbicides becoming more prominent in the arsenal.

And weed control costs are rising, too, as well as a critical importance on application timing, both of which came into focus during the weird growing season of 2009, when wet weather prevented so many timely applications.

A resistant pigweed problem got so bad for Gunnison, Miss., producer Kenneth Hood this season that he had to plow under some soybean acres infested with it “after I threw everything I could at them and couldn’t control them.

“It’s unbelievable how thick they have become since my last disking. If that is any indication of what I’ve got to fight next year, I hate to think.”

Cold steel is not the only old technology pulled out of the closet the last two years, Hood says. “We’ve hand-weeded and spot-sprayed weeds by hand. We never stopped our post-directed applications. We just went out and tried to control those spots in the field where resistant weeds escaped our traditional applications.”

Hood estimates that the additional trips and labor has increased his cost of production by about $30 an acre, “and we’ve hurt yields and quality as well. Weeds will choke up cotton pickers and combines, and hurt the quality of your crops. Resistance is a broader spectrum problem than we think about.”

Weeds in the Mid-South with documented glyphosate resistance include johnsongrass, horseweed, common ragweed, Palmer amaranth (pigweed) and Italian ryegrass.

Researchers learn why invasive plants spreading so rapidly in forests

UNIVERSITY PARK, PA. -- Invasive plants are advancing into Eastern forests at an alarming rate, and the rapid spread has been linked by researchers in Penn State's College of Agricultural Sciences to forest road maintenance and the type of dirt and stone used on roads.

Perhaps predictably, according to David Mortensen, a professor of weed ecology who has been studying the spread of invasive plants for nearly two decades, humans are unwittingly accelerating the relentless march of invasives into even isolated forests. The findings are especially significant in the face of massive forest road-building efforts expected to support greatly expanded natural-gas drilling operations into the Marcellus shale formation. Hundreds or even thousands of gas wells could be established in Eastern forests in the next few years, depending on the market price of gas.

Forest roads facilitate the spread of invasive plants

In a paper titled "Forest Roads Facilitate the Spread of Invasive Plants," published in the August 2009 issue of Invasive Plant Science and Management, Mortensen detailed some eye-opening revelations about the process by which invasive plants advance so quickly.

"Roads can play a profound role in the spread and growth of invasive species by serving as corridors for movement and by providing prime habitat for establishment," Mortensen explained. "For example, forest managers have reported that the borders of hundreds of miles of forest roads have been invaded by Japanese stiltgrass in a period of less than 10 years."

As part of his research, Mortensen -- who was assisted by post-doctoral researcher Emily Rauschert and doctoral candidate Andrea Nord -- performed a large-scale survey of the presence and abundance of 13 invasive plants and found that the most abundant species, Microstegium (Japanese stiltgrass) is strongly associated with proximity to roads. He then focused his attention on trying to determine the reasons and devise a strategy to slow the spread.

The researchers discovered, to their amazement, that Japanese stiltgrass on its own does not spread quickly. To better understand why the invasive plant is achieving such a high rate of spread in Eastern forests, they deliberately introduced Microstegium patches in a forested site similar to the one in which the survey was conducted and allowed patches to naturally expand over four years before controlling all patches.

"Through this multi-year study, we found the natural spread rate was surprisingly slow, several orders of magnitude slower than that observed by the forest managers we work with," Mortensen said. "We also found that spread was greatest in habitats adjacent to forest roads.

"It is clear that the rates of spread occurring in forests throughout the study region are aided by management practices such as road grading, which is employed frequently to maintain the dirt and gravel roads."

Japanese stiltgrass seed becomes mixed with the dirt and gravel and then is carried along as graders push the crushed stone to fill holes and smooth road surfaces. Mortensen also suspects invasive plant seeds may be picked up and transported by equipment, so he suggests spread could be limited by carefully cleaning the undersides of construction vehicles and other machines before they travel from one road job to another.

Management suggestions

"Management of this troublesome invasive can be enhanced with a multifaceted, integrated approach," he said. "Particular attention should be paid to infestations that serve as sources for seed dispersal into uninvaded or environmentally sensitive areas. The primary vectors of long-distance dispersal, such as road maintenance activities or vehicle traffic, should be identified and mitigating steps taken. Finally, it is important to minimize road-edge disturbance to the extent possible, as such disturbance provides an ideal seedbed for the newly dispersed Microstegium seed."

Perhaps the most startling finding of Mortensen's research relates to the nature of dirt and gravel on forest roads that enables invasive plants such as Japanese stiltgrass to thrive.

"The crushed limestone used to surface many forest roads and to line culverts and drains along those roads are creating ideal conditions for the invasives to spread rapidly," he said. "The high alkalinity sediment from the stone, mixed with water running off the roads during storms, eventually spills out into the forests, carrying invasive plant seeds and creating areas for them to grow quickly. The high alkalinity prevents native plants that have become adapted to acidic forest soils from growing, and invasives such as Japanese stiltgrass fill the void."

Ironically, the crushed limestone is being used on many forest roads and in ditches and drains that parallel mountain streams precisely because the material leaches a high-alkalinity slurry that improves the productivity and water chemistry of the streams. That benefits the wild trout and other aquatic organisms that have suffered in many mountain streams after decades of acidic atmospheric deposition (acid rain).

"That only complicates the battle against the spread of invasive plants into Eastern forests and shows the interconnected nature of ecosystems," Mortensen said. PEST ALERT: Chinese creeper or bittervine, Mikania micrantha, an invasive vine new to the continental United States

Mikania micrantha Kunth, a vine in the Compositae (Asteraceae) family, was recently detected in Miami-Dade County by Keith Bradley of the Institute for Regional Conservation. Through further surveys, additional patches have been found, all within a 5.5 mi. swath through the Redlands area of Homestead. The populations have mostly been found in disturbed areas such as roadsides and woodlots, but at least one nursery is infested, as is one residential landscape. Most of the infestations are small, but a larger one, 100 ft. square, has been seen as well. This plant has not previously been reported to be established in the continental United States, although it is native in Puerto Rico (Liogier, 1997). It is a serious agricultural and environmental weed, particularly in the Old World tropics, and is included on the Noxious Weed Lists of the USDA and several states, including Florida.

Shipping map tracks invasive species stowaways

Invasive species can have catastrophic effects on an ecosystem. From algae to jellyfish, ports around the world are faced with a problem, but first, it's necessary to understand how the problem got there.

shippingResearchers at the Carl von Ossietzky University in Oldenburg, Germany set out to crack the case of marine invasive species. Where are they coming from and how did they get there? They knew that many small species hitch a ride in the ballast water of cargo ships, so they plotted the course of 16,363 ships during 2007 to look for connections.

Before now, it was assumed that invasive species were more likely coming from nearby ports, but researchers discovered that wasn't the case.

They found that container ships follow regular routes, but oil tankers and dry bulk carriers often change routes. Container ships tend to travel quickly and don't spend long at port. On the other hand, oil tankers and dry bulk carriers travel more slowly, spend more time at port and exchange ballast water more often due to the fact that they spend a lot of time traveling without cargo, making them important to watch.

From their analysis they were able to find the world's most connected ports which would be the most prone to the introduction of invasive species. They compiled a list of 20 with the top five being the Panama Canal, the Suez Canal, Shanghai, Singapore and Antwerp.

Hopefully this new data will help affected ports monitor these stowaways and come up with an environmentally responsible plan. As is the case with all informational maps, they add to our understanding of a problem, which usually helps create a solution.

New York students improving Treasure Coast environment

HOBE SOUND, FL — Fourteen students from a New York college are spending the last week of their winter break on the Treasure Coast [Florida].

But instead of volleyballs, sunscreen and bottles ofbeer, they’re wielding pruning saws, loppers and bottles of herbicide.

Throughout this week, the students from Purchase College, a part of the State University of New York in Purchase, N.Y., are helping eradicate invasive plant species on public lands. Tuesday morning they were cutting Brazilian pepper shrubs and dosing the stumps in Blowing Rocks Preserve, a 73-acre natural area owned by the Nature Conservancy. They’ll also work at Jonathan Dickinson State Park in Hobe Sound and at Fort Pierce Inlet State Park in St. Lucie County.

“I like giving back to the community,” said Evan Gmora, a 21-year-old senior from Islip, N.Y., “even if it’s not my own community.”

Mike Renda, a biologist at the preserve showing the students the how-tos of invasive eradication, called the students “the kind of people who will always be involved with helping their communities. That’s something that will stick with them all their lives. If it wasn’t for these kids, we’d probably have to contract out this work, so they’re saving (the preserve) a lot of money.”

The students’ visit coincides with National Invasive Plants Week, an effort not only to strip land of invasives, but to spread the word to private landowners that they need to do their part, too.

Vitex eradication effort gains traction

Group tallies past year's accomplishments

Fort Fisher, North Carolina - The invasive plant has been discovered in Virginia and in places in North Carolina thought to be vitex-free.

But that's not necessarily a bad thing, since it shows that the educational and outreach efforts of the Carolinas Beach Vitex Task Force about the menace posed by the foreign invader are working.

It also shows, however, that there's a lot of work to do to eradicate the shrub. It is native to the Pacific Rim and was once viewed as the savior of the coast, but it's turned out to be a huge biological menace.

On Friday members of the task force gathered at the N.C. Aquarium at Fort Fisher to celebrate the past year's successes and discuss the remaining challenges facing the multi-state effort to eradicate beach vitex.

Among the 2008 accomplishments included getting North Carolina to declare beach vitex a noxious weed, making it illegal to be sold or possessed by nurseries or individuals, and securing a $128,000 grant for coastal eradication and educational efforts.

But Melanie Doyle, the state's beach vitex task force coordinator and horticulturist at the aquarium, said there's been an even bigger success over the past year.

"What I'm most proud about is nothing's been mandated by anyone," she said, ticking off the local and voluntary support up and down the coast that the task force has received in promoting eradication efforts. "This has all come about because of people who care."

But with greater awareness of the threat posed by vitex has come the reality of how big the problem is in North Carolina.

"We've got vitex in the northern part of the state," said Dale Suiter, a Raleigh-based biologist with the U.S. Fish and Wildlife Service. "Just a year ago, we didn't know that."

So far there are more than 400 known locations, including worrisome outbreaks along inland waterways that dramatically increases the amount of shoreline to survey. Link

Fire service's newest toy burns invading grasses on Mullica River, NJ

WASHINGTON TOWNSHIP, NJ - The thumping sound of helicopter blades preceded the state Forest Fire Service’s Bell 206 JetRanger as it flew south over the Mullica River and turned to survey Hog Island, where it burned 132 acres of reeds Friday morning.

Hanging out the side was Rob Gill, an aerial ignition specialist, who would be operating the service’s new fire-starting device mounted to the helicopter, “The Red Dragon.”

Generically referred to as a plastic-sphere dispenser, the dragon is filled with paintball-like orbs containing potassium permanganate. When turned on, the machine injects the balls with antifreeze and drops them to the ground, where the mixture of chemicals bursts into flames about a minute later.

The group recently cooperated with the U.S. Department of Fish and Wildlife to spray herbicide over an infestation of phragmites, and is now paying the fire service a few thousand dollars to burn the invasive plants away to make room for native flora and fauna.

“Global warming aside, phragmites is the No. 1 threat to the health of our estuaries,” said Emile DeVito, manager of science for the NJ Conservation Foundation, who was familiar with Friday’s project. “It basically consumes all the habitat and virtually wipes out all the species.”

On the Atlantic County bank of the river, a crowd of trucks and people assembled to watch the blaze. A red fire service truck was parked near an Egg Harbor City police SUV in case the fire jumped the water, and a couple other pickup trucks were around from the locals fishing.

Weed removal money sought in Massachusetts

BRIMFIELD, MA - The Lake Sherman Association is asking the town for financial help while also seeking grants to cover the $10,300 cost of removing invasive weeds which have been dramatically spreading the past few years.

Association president Robert Chevalier said the $10,300 figure is based on a price quote from Lycott Environmental, Inc., of Southbridge, MA for a chemical treatment this spring to wipe out what has been identified as aquatic variegated milfoil.

The 55-member lake association is basing its case for financial assistance from the town in part on the fact that the town has a boat launch at the pond and that people go in swimming from the launch area.

"It's a landmark for the town and for anyone who is close to this town," said David W. McVeigh, a member of the association.

"We are trying to preserve it in any way we can," McVeigh said.

The association has applied to the Norcross Foundation for a grant for the weed eradication work and is considering other grant possibilities.

"We have been working on trying to get funding for three or four years," said Janet L. Hastings, the association vice president. Association members told the selectmen last week that the weeds already interfere with swimming and boating and, if left unchecked, they can spread to the point of choking the lake, which is only 12 feet deep at its deepest point. Waging war on invasive plants in Connecticut

Invasive plants are taking over the state's parklands and killing off native species, throwing fragile eco-systems into turmoil as wildlife is starved of its natural food source.

Invasive species -- including Oriental bittersweet and Japanese barberry -- have become a widespread problem around the state, said Todd Mervosh, a weed scientist for the Connecticut Agricultural Experiment Station in New Haven.

This year, the state Department of Environmental Protection is offering cities and towns grants to get rid of the annoying, non-native plants that have cropped up and taken root here.

The invasive species "are displacing the native vegetation, the plants that have always been here as part of our ecological system," Mervosh said. "There are a lot of animal species that co-exist with these native species, that depend on them."

Oriental bittersweet, an Asian vine with yellow fruit that entwines itself around other plants, is considered by many the "worst invasive plant in the state," he said.

Richard Tiani, executive director of Groundwork Bridgeport, said a group of Harding High School students working with his agency has also found a lot of Japanese barberry -- a vine that wraps around trees -- during their cleanup efforts in Bridgeport's parks and in surrounding towns.

"Over time it becomes so strong and heavy that it kills trees and pulls them down," Tiani said of the invasive plant.

The Harding "Green Team," working with Groundwork Bridgeport as paid summer interns, is partnering this year with the city of Bridgeport in a project to remove a multiflora rose and garlic mustard infestation in Veterans Memorial Park.

The city is seeking a $49,236 grant from the DEP to clean up a section of the 107-acre park. Another section of the park and wetlands, near the proposed Discovery Magnet School, will be cleaned up as part of the $31 million inter-district school project.

Getting rid of invasive plants is essential to preserving the city's parklands and wildlife, officials say.

Congress Approves Funds For Invasive Species Prevention

Congress has granted nearly 1–million dollars to help slow the spread of invasive species into the Great Lakes Chain.

President Obama signed the bill into law this week, which will help researchers test various ways to treat ballast water before it's discharged into the lakes.

For more than 20 years invasive species have hitch hiked their way into the Great Lakes causing a wide range of economic and environmental problems.

From clogging water pipes to interfering with the lake's natural ecology, many environmental agencies have worked hard to slow the spread of these exotic pests.

The new funding will go towards the Great Ships Initiative which aims to do just that.

"The goal of the great ships initiative is to try to find ballast water treatment methods so that the water can be cleaned or sterilized before it is transported between one place to another."

Henry Hudson's majestic view altered by invasives

PHILIPSTOWN, NY - The slice of the Hudson River visible from a bluff on Little Stony Point in Philipstown probably appears much as it did to Henry Hudson and his crew aboard the Half Moon 400 years ago...

...The river was full of fish to levels that are just about unimaginable today," said Fran Dunwell, director of the state's Hudson River Estuary Program. "It was a very rich natural environment."

Dunwell recently wrote "The Hudson America's River." Waterfowl and other birds, she said, darkened the sky where they flew. Oak trees grew 70 feet tall without knots, perfect for shipbuilding. The banks, according to Juet, contained a "great store of goodly Oakes and Wal-nut trees and Chest-nut trees. Ewe trees and trees of sweet wood in great abundance, and great store of slate for houses, and other good stones."

Marshes lined most of the river, not just at Piermont, Iona Island and a few other places as they do today. Chairmaker's rush, horned pondweeds and umbrella sedge are gone, replaced by cattails and phragmites (aka common reed).

But seeds from the original plants are found in sediment cores pulled from the existing marshes, said Dorothy Peteet, a NASA senior researcher and an adjunct scientist with the Lamont-Doherty Earth Observatory of Columbia University in Palisades.

"We can see back in time," Peteet said. "I think it was vastly different. You had this diversity which would have gone up the food chain."

American chestnut ready to reign again

After decades of selective breeding and countless hours of fieldwork, researchers believe they have developed an American chestnut tree that is ready to reclaim the Appalachian forests.

The first batch of these blight-resistant chestnut seedlings arrived recently at a greenhouse on the agricultural campus of the University of Tennessee, where workers trimmed the roots and identified each tree with a numbered tag.

The trees -- 1,200 in all -- were planted in three Southern national forests as a groundbreaking experiment to determine if decades of crossbreeding have produced a chestnut tree that is blight-resistant yet retains the superior timber qualities of the American chestnut tree.

"This is the very first planting of the final generation and the culmination of a lot of hard work," said Scott Schlarbaum, forest geneticist with the UT Department of Forestry, Wildlife, and Fisheries.

The trees were grown in a Georgia nursery in cooperation with the American Chestnut Foundation, an organization dedicated to restoring the American chestnut.

The American chestnut accounted for 25 percent of all the trees in the Appalachian mountains until a blight virtually eliminated them between 1904 and 1950.

Today, the airborne bark fungus still survives and kills virtually all American chestnuts by the time they've reached 20 feet in height.

For more than 30 years, the American Chestnut Foundation has been crossing Chinese chestnuts, which are naturally resistant to the blight, with American chestnuts to produce a super hybrid that can be reintroduced in the wild. Only American chestnuts that demonstrate natural blight resistance qualify for the breeding program, and scientists have been careful to breed trees from local environments.

Of the 1,200-year-old chestnut seedlings brought to the UT greenhouse, 500 were the blight-resistant hybrids. The remaining trees were either pure American chestnut, pure Chinese chestnut or hybrid trees from an intermediate back-cross generation.

Earlier this year, the 4-foot-tall seedlings were planted on national forest lands throughout the Southern Appalachian region. In the coming years, researchers will regularly monitor the trees for blight resistance, mortality and growth characteristics.

Stacy Clark, research forester for the Forest Service's Southern Research Station, said American chestnuts were renowned for their straight-grained wood and rapid growth rate.

"We want these trees to be blight-resistant, but also competitive," Clark said. "They're going out into the forest where they'll have to grow quickly to get above the deer browse, and compete with species like yellow poplar and red maple."

The goal of the American Chestnut Foundation was to breed a blight-resistant tree that is genetically 94 percent American chestnut. The foundation chose the Southern Appalachians as the proving ground for the final generation of seedlings because the region was once a stronghold for the American chestnut.

Clark, who leads the study for the U.S. Forest Service, said she is especially excited about two milestones in the trees' development: the fourth year of growth, which will reveal if the trees have held their own against competing species; and years 10 through 20, when American chestnuts normally succumb to the blight.

"If the trees are blight-resistant, we'll definitely know by that time," Clark said.

The chestnut blight robbed the Eastern forest of its undisputed champion. American chestnuts routinely grew 4 feet across and 120 feet high, and lived for centuries. The nuts were an important food source for a wide range of wildlife, and the rot-resistant wood was a prized building material.

Clark said that if the final generation of crossbred chestnuts survives in the national forests, this will raise great hopes about other species, like hemlocks and ash trees, that are being destroyed by nonnative pests.

"If we can restore this tree to its natural habitat, it will be the greatest success story in natural resource conservation," Clark said. Link

Local anglers weigh in on aquatic weed control in Tennessee

Though many in Marion County are disappointed with last year’s decision by the Tennessee Valley Authority’s to discontinue aquatic weed control in the Nickajack reservoir, there is another segment of the community that couldn’t be happier: Fishermen.

According to a number of local fishermen and those in the fishing industry, TVA’s aquatic weed control program presents a danger to one of the area’s most popular sports and pastimes.

Last Saturday, March 7, dozens of fishermen and fishing enthusiasts gathered at Sullivan’s Landing on Highway 41 for the annual Grassmasters fishing tournament. The name of the competition says it all and reflects the opinion of many regarding the indispensable nature of aquatic growth as it relates to fishing.

“(Aquatic weed control) is really hard on the fish,” said fisherman Darren “Dobie” Kilgore. “It kills grass on humps. If they only did it in channels it wouldn’t be a big deal.”

A common complaint among fishermen is that the weed control program is non-selective. In addition to killing invasive exotic species, many feel, the long standing program also killed native aquatic grasses that allow the reservoirs variety of fish, including large mouth bass, to thrive.

“Grass helps the whole ecosystem. We used to have a good bank but not any more. It has been bad for 10 years,” said Marion County resident and fisherman Roger Kendrick...

...Avid fisherman and stakeholder Jim Henry worries that TVA’s discontinuance of their weed control problem will be more of a detriment to fishing than would unfettered growth however.

“It’s a mess and its going to be a lot worse,” said Henry. “There’s a lot of spots that you won’t be able to get to now. Mullin’s cove, for example. It was already hard to navigate it. This year I think its going to be impossible. This year will absolutely be worse.”

Only time will tell the wisdom of TVA’s new policy. But for fishermen and stakeholders alike, aquatic weed control in the Nickajack Reservoir will continue to be a growing problem.

'Red Baron' Nabbed In Baltimore

A Customs and Border Protection plant seed interception was confirmed on Monday (3/9/09) as the Baltimore area’s first reported discovery of cogon grass weed seed, aka Red Baron grass seed, and just as the legendary Red Baron was a menace to allied fighters during World War I, Red Baron grass has become a despised invasive weed throughout parts of the United States.

During a routine inspection on Friday at the Baltimore seaport, CBP agriculture specialists discovered weed seeds littered among non-compliant wood packing in a container of travertine tile that arrived from Turkey. On Monday, the U.S. Department of Agriculture pest identifier database determined the seeds to be Imperata cylindrica, or cogon grass, a Federal Noxious Weed, and confirmed that this is Baltimore’s first Red Baron seed report.

According to the USDA, cogon grass is an invasive weed from Asia that spreads quickly and disrupts ecosystems, reduces wildlife habitat and can decrease tree seedling growth and establishment. Cogon grass is considered one of the 10 worst invasive plant species in the world and is listed as a federal noxious weed. Cogon grass is believed to have invaded more than one million acres in Florida, Alabama, Mississippi, Louisiana, Georgia, and Texas.

“This interception is a significant find for our agriculture specialists, and it further illustrates our continued commitment to protect America’s agriculture industry and our economy from invasive insect pests and plants,” said James Swanson, CBP Port Director for the Port of Baltimore. “Invasive species pose dire consequences on our nation’s economy, potentially more so than even a single terrorist act could have.”

Call for volunteers in Virginia for first Invasive Plant Removal Day on May 2

(Media-Newswire.com) - Volunteers are needed across the Commonwealth to help remove invasive plants that are wreaking havoc on Virginia’s landscape. The Virginia Master Naturalists and the Virginia Native Plant Society are seeking help Saturday, May 2nd at locations throughout Virginia in the first ever Invasive Plant Removal Day.

“From kudzu to English Ivy to tree of heaven, there are dozens of invasive species that are causing both ecological and economical harm,” said Michelle Prysby, Virginia Master Naturalist coordinator. “These invasive plants out-compete native species for the same resources, eventually harming trees, wildlife and water quality.”

Feds release invaders to save native plants

They're using new invaders to devour old ones. And while these weevils gobble, they won't wolf down the plants that belong in Florida.

To give native plants a fighting chance, the U.S. Army Corps of Engineers this year announced a $16.6 million plan to send at least 14 invasive bug species on seek-and-destroy missions.

Biologists would set the insects free -- some just a few miles from Brevard County -- along 18,000 square miles from south of Orlando to the Florida Reef Tract in an effort to preserve the character of the Everglades.

They say the bugs will spread to the Space Coast and beyond. And they assure their introduction won't trigger further ecological harm.

"You don't let these things go and . . . forget about them," said Donald Strong, an ecologist and "biocontrol" expert at the University of California, Berkeley. "In the large majority of cases, the insects are chosen and put through rigorous tests based on the fact that they don't attack other things."

The invasive insects in coming years would control Florida's massive problem with melaleuca, Brazilian pepper, Old World climbing fern and Australian pine...

...The insects won't completely wipe out the targeted trees, just keep them in check. That could take two decades or longer.

The melaleuca weevil, for example, can eat away about 98 percent of the tree's seed production, said Ted Center, research leader in Davie.

"What we're basically doing is biologically sterilizing the tree. We're not eliminating the plant. We're neutering it," Center said...

...In addition to melaleuca, the Corps proposes to fight three other notorious invasive plants with insects.

Brazilian pepper: Unlike melaleuca, no one's quite sure how it got here. Most credit a doctor in Port Charlotte. Fond of how the tree looked, he raised hundreds of them in the 1920s, passing them to friends. The Corps hopes a sawfly, a thrips and a weevil can undo the doctor's good work.

Old World climbing fern: Two moths, a gall mite and a stem borer will tackle this much more recent invasion. A Delray Beach nursery introduced the fern -- a native of Africa, Asia and Australia -- in the late 1950s.

Australian pine: A seed wasp planned for release in the next few years holds the most promise to battle back the Australian pine, introduced to Florida in the late 1800s.

Although some past "biocontrols" grew into problems themselves, government biologists assure their extreme caution and long, careful study make these insects the best way to restore a more natural state.

U.S. Birds Struggling to Survive

WASHINGTON, DC, March 19, 2009 (ENS) - Nearly one-third of the more than 800 bird species in the United States are endangered, threatened or in decline due to climate change, habitat loss, and invasive species, finds the first comprehensive report ever produced on U.S. bird populations.

At a news conference in Washington today, Secretary of the Interior Ken Salazar released the report, which was developed by a partnership among the U.S. Fish and Wildlife Service, the U.S. Geological Survey, state government wildlife agencies and nongovernmental organizations...

"Just as they were when Rachel Carson published "Silent Spring" nearly 50 years ago, birds today are a bellwether of the health of land, water and ecosystems," Salazar said. Attacks on invasives efforts are going on at every level from the global and national down to the local, as here in Arlington. I can't find a public announcement directly from The Nature Conservancy (TNC), but email traffic shows that they have made the internal decision to disband their Global Invasive Species Team effort and fire all those folks in a few months. Arg. Here is the letter I have just finished and will post tomorrow.

Dear Mr. Tercek:

I have been a member of The Nature Conservancy since 1981. No, certainly I am not one of your biggest donors, but I have been a faithful member and I have believed in TNC’s work and given what I can. For all this time I have been of the impression that the mission of the Conservancy is to conserve nature. Apparently, I am mistaken. Recently I learned that TNC is disbanding its Global Invasive Species Team. I must have missed the survey and the process by which TNC consulted with its members before taking such a step, when invasive species are widely viewed as the second-greatest threat to biodiversity. I will forego the lecture on invasives since the scientific literature is extensive and compelling.

Apparently I also missed some process by which TNC repurposed its mission into something other than what I believed in. As my colleagues in the movement to fight invasive species will attest, the GIST has been an important and effective force in mobilizing efforts all over the world to conserve nature on the ground. I myself have found the GIST web site a highly useful resource for my volunteer work on invasives right here in Arlington, Virginia.

As I exited the Metro station in Ballston every evening and looked at TNC Headquarters across the street, I used to feel pride in TNC and in my membership. Now, I am deeply disappointed. Unless TNC reconsiders its decision and restores its support for all the invasives work, this will be the last year I am a member. I hate to end it after 28 years. But if TNC no longer exists to conserve nature, including fighting the devastating impact of invasives, then it is time for me to move on. I realize that you won’t care about my concerns and my decision as perhaps you would if I were a celebrity or a big-dollar donor, but I hope this letter gives you and your staff some pangs, anyway. Now that I think about it, can I have my money back? I’d like to give it to an organization that is conserving nature. But you can keep the interest.

Sir:

This is an open letter written to express concern about the decision to end the work of the TNC Global Invasive Species Team. The loss of this team exacerbates the losses of natural areas and their ecosystem services to the arrival and establishment of invasive species. From the negative impacts on regulating services such as clean air and erosion control to services which include habitat protection and enhancement through resource and raw material production to informing services such as recreational use, the work of the team focused efforts to encourage a wide range of disparate stakeholders to find common ground. Quietly without fanfare your team provided a focus nationally for wide ranging efforts to stem the destructive spread of invasive species.

Invasive species are a symptom of a larger challenge, the survivability of our culture and of our current expectation for life on this planet. Currently there are groups who excel at raising awareness of other crises, but invasive species issues have been for so long centrists’ issues of insiders that no one actually notices that there is any urgency. There other major issues brewing which share a similar fate, such as the increase in world population over the rate of food production yields. Boring and seemingly non controversial, with no champions of notoriety in tow, invasive species issues slumber in the cloudy sub consciousness of our public policy attic.

Without champions at a national level, there are no funds. Without vocal demands for extreme action, there are no champions; the issues of invasive species are not glamorous. Scary perhaps, but not enough for the big time celebrities which we need to fire us up as we need the celebrity stamp of approval. Invasive species are a slow fire taking place just below our daily time horizons, too slow to make an impact until too late to stop. We expect as inevitable that kudzu will cost two states 500 million dollars annually, and then we wonder why our states are going broke. But we do nothing, we say nothing, and we learn nothing, because other issues are more important having been identified for us by the chic of the moment, by trend setters of style.

We are engaged in a public policy battle on climate change without understanding that invasive species are linked at the hip to the issue. We speak of carbon negative landscapes without knowing that invasive plants make, in general, wonderful carbon sinks. Complex webs of interactions take too much time to digest, and we have no time because we are in a hurry to get to the next new thing, and therefore wind up paying for the old thing which we failed to understand in the first place. Too hard for us to assess and respond in time; too hard to prove a negative, we build costly prisons after the fact ,just as we allow invasives to establish themselves and then deal with the expense later as if they were always a problem though we knew it cheaper to react early thereby deflecting or avoiding the coming crisis.

Our political systems work by catering to extremes; solutions driven successfully from the consensus center receive no attention and with invasive species it is no different. Successful collaboration with diverse stakeholders has led to complacency and even malaise. We move quietly towards a center, while loading future costs one upon another. 22 million acres of ash trees are dead and gone, and now a few impacted residents of the Midwest wonder why, and more practically how they will afford to cut the dead trees down, as all the while the general warning went unheeded. Some say we cannot predict well enough to protect, and convince us that it is better not to try. This is the mantra that said we could not go to the moon or cure polio and were wrong.

Invasive species are crippling the environment which provides us things we need to live: clean air, soil for food, clean water, medicines, and recreational release to name a few. Invasive species are giant hammer blows of a 900 pound canary singing in a mine, tolling for the future, warning of the change which is coming. Surrounded by so much quiet desperation, we teeter on the edge of inaction unwilling to assume one more crucial issue and so we shunt invasive species to the does-not-matter-compared-to-the-everything-else-we-must-solve arena.

But the failure of our ecosystem infrastructure will be costly whether we acknowledge it or not, and ignoring invasive species will simply pass costs on to repair and maintenance until we can no longer afford to clear our canals of the water hyacinth that can curtail our transportation of goods, or until the citrus greening removes the last orange juice tree. Do we truly believe that hardwood trees, the oaks of North America are not important as a pathogen begins to take them down on the west coast? What price to lose elms and chestnuts and maples and ash and then oaks? What tree do the un-aroused suggest take the place of all that is lost? What price to pay for cooling when the hardwoods are gone?

The homogenization of the world is refreshing at first, for we can go anywhere and find McDonalds knowing that our first meal will taste the same with no surprises. But who will visit Alaska to see salmon runs with no fish, waterways covered by Lythrum, a flower readily visible in the backyards of over 24 states of the lower 48? We want a green English landscape in the desert, but after the initial view did we actually travel to the desert to see Windsor palace or did we come to see the diversity of our planet and to recognize the power of this diversity? Our activities from trade to style encourage the introduction of species much as our city development encourages the introduction of Starbucks. We trade familiarity for uniqueness in order to get efficiency through predictability. We want this sameness because it makes us comfortable. And we are paying a price which so far we are willing to pay.

But the piper will be paid. Our system of systems that regulates life on earth will increase the costs of this homogenization until we cannot pay, much as an evening of over eating and drinking will cause a payment to be rendered of the system so abused. We expect our marketplace providers of goods for consumption to lower costs and encourage them to dismiss or not consider the environmental assessment. We do not place a price on shipping containers coming in without inspection for lack of funding and for time considerations, while we spend billions looking for grenades and bombs. We blithely ignore an unidentified ant, which loves to eat electrical wiring and is headed for Houston Space Flight Center. Rather than paying to deal early and cheaply we will suffer a five minute sound bite of recrimination when we have to move the Space Flight Center, spray it with toxins or encase it in ant proof new buildings or loose its wiring to an invasive species.

Why have a plan when we can couch the inevitable in terms of our inadequacy of knowledge, an endless loop of where is the science. We are still waiting for the complete science behind the loss of the Chesapeake Bay’s oysters when we could have done something we found reasons to delay, and now we find reason to move on as if we have lost nothing off importance. We accept the destruction of our landscapes because we have become landscape illiterate. Isolated in our silos, totally depended on our urban system services, we have forgotten that these same services are built upon the foundation of the ecosystem services whose loss we no longer cry for. We have forgotten the lessons of Aldo Leopold; perhaps we never learned.

This we need an effort such as your GIST. Surely the resources can be found to continue to protect our environment by keeping the Global Invasive Species Team in place.

Hunters shrink New Jersey's wild boar population

They are cunning and ferocious, but the mysterious feral pigs of New Jersey were no match for the state's top predators: hunters.

State wildlife officials report that 56 of the bristly-coated swine -- more than half the estimated population -- were killed in December and January in the first New Jersey feral pig hunt in the wilds of Gloucester County.

The hunt was the second phase of a long-term plan by the state to wipe out the free-ranging hogs known worldwide as the ecological menace Sus scrofa.

"We still don't know how big the population is, but we hope the hunters got most of them," said Lawrence Herrighty of the state Division of Fish and Wildlife, adding, "We are going to attempt to continue shooting and trapping the pigs ourselves." Link

NYSDEC rep to discuss invasive fish species

The strange and predatory Northern snakehead fish, whose discovery last year in the lower Hudson Valley alarmed environment watchers and anglers, will be the topic of an illustrated lecture by fisheries expert Michael Flaherty on Thursday at the State University College at Oneonta.

"Northern Snakehead Eradication: Sacrifice for the Common Good," will be presented at 4:30 p.m. in Room 211 Science I on the SUNY Oneonta campus. The public is welcome to this free program by the regional fisheries manager for the state Department of Environmental Conservation's Region 3. [Date not provided]

MA towns to decide on Laurel Lake weed control policy

LEE, MA — A decision on the use of herbicides for the next three years in Laurel Lake will have to wait until April.

A joint hearing of the Lee and Lenox conservation commissions for a three-phased invasive-weed management plan by the Laurel Lake Preservation Association was continued Monday night, as commission members sought further information on the group's long-term plans and the environmental impact of the herbicide they are seeking to use.

The group's proposal calls for the use of the herbicide Diquat to reduce heavy patches of invasive aquatic plants, continued hand-pulling of weeds and a drawdown of the lake in winter months to freeze and kill weeds along the shore.

The group, which is a private nonprofit organization of local residents and users of the lake, has used hand-pulling to deal with the new species in recent years, but said the time and cost incurred by that technique are unsustainable for the organization.

The need to use herbicides, according to Preservation Association representatives, is the massive increase of Eurasian milfoil, an invasive species that has doubled in acreage since 2002, covering more than 60 acres of the 170-acre lake.

"All we have talked about is the short-term, and we haven't put it in the bigger context of how we solve the problem," said Timothy Flanagan, of the Lenox Conservation Commission.

Flanagan said he would like to see what the group plans to do beyond using the chemical for three years, and to look at the causes of the milfoil, including runoff from roads, farms and septic systems.

Members of each commission said they would like to see the preservation group present a master plan that follows the Department of Environmental Preservation watershed maintenance program.

A number of citizens in attendance raised concerns over the use the herbicides in the lake. Some said they had concerns about the impact to some of the lake's invertebrates, while others said they have swam there for years and don't want to see "poison" in the water.

Marc Bellaud, who presented the proposal on behalf of the preservation group, said the chemical has been approved by both the state and federal environmental agencies, and is used widely across the country in lakes and rivers.

"It's probably used in dozens — if not hundreds — of water bodies each year," said Bellaud.
Bellaud noted that in the lakes his agency works with, the herbicide has decreased the level of invasive species each year, while not impacting the native ones.

The hearing will resume at the Lenox Town Hall on April 2.

St. Petersburg College has massive weeding job

SEMINOLE, FL — Officials at St. Petersburg College knew they'd have to clear out a few invasive plants when they decided to build a wildlife habitat and environmental center on the Seminole campus.

But "a few" has turned out to be an extensive clearing that has passers-by and neighbors turning their heads and wondering if the wetlands are being demolished to make way for a dormitory or some other college building.

"That is not demolition," said Jim Olliver, provost of the Seminole campus. "We're removing the exotic invasives. … This is an enhancement to the site."

The college called in experts from Pinellas County to identify the bad plants and to help obtain a $167,836 grant from the Florida Bureau of Invasive Plant Management to pay for the clearing.
Debbie Chayet, a grants specialist from the county's culture, education and leisure department, agreed that the 63- to 65-acre site does appear to be decimated.

"The area's got a lot of invasives in it, unfortunately," Chayet said. "It may look like a lot's been done but we've been very careful to make sure only the invasive species have been hit."

Chayet said 28 invasive plant species were found on the property, including Brazilian peppers, chinaberry trees and Chinese tallow. "It was a pretty diverse amount of invasives," she said.

But farther back, she said, "some really nice native vegetation" can be found, including oak trees and orchids. Those are the kind of plants the college and county want to encourage. They're hoping that the clearing, which should last through the next few months, will do that by removing the shady canopy that's choking out sun-loving native species.

The prospect for success seems good. Chayet said that in some cleared areas, native plants like maples and elderberries are already sprouting.

The return of the native plants is expected to take about a year, said Jon White, an SPC engineer who's working on the project. For now the land will lie fallow while nature takes its course. Once the entire project is complete, White said, there will be an environmental center and boardwalk that can be used for classes and opened to the public as a nature walk and educational center.

Delaware teachers participate in biotechnology weekend workshop

Fifteen Delaware public school teachers met at the Delaware Biotechnology Institute and the University of Delaware's Hugh R. Sharp Campus in Lewes Feb. 20-22 for a “biotechnology weekend.”

Sponsored by Delaware's National Science Foundation Experimental Program to Stimulate Competitive Research (EPSCoR) outreach program and the DuPont Office of Education, the three-day workshop was offered to middle and high school teachers (grades 6-12).

Harsh Bais, an EPSCoR-funded assistant professor in the University of Delaware's Department of Plant and Soil Sciences, whose lab is based at DBI, spoke to the teachers about his research group's work on invasive plant species [such as Phragmites australis] and the molecular biology of those species. National Forests in N.C. approves non-native invasive species control

ASHEVILLE – Forest Supervisor Marisue Hilliard, has approved a strategy to control non-native invasive plants on the Nantahala and Pisgah National Forests.

Native plants can be overrun by invading non-native plants. It is this group of plants land managers are attempting to control with the approval of this project.

The project will annually treat up to 1,100 acres of non-native invasive plants using a variety of methods. Manual or mechanical methods may include the use of shovels, loppers and saws.

Where appropriate, herbicides will be directly applied to target plants using spot treatment methods. Areas to be targeted will include legally designated rare species, rare plant communities, and/or areas including unique habitats.

“It is estimated there are over 25,000 infested acres across the Pisgah and Nantahala National Forests” said Gary Kauffman, forest botanist.

The decision to implement this project provides managers with the flexibility to quickly respond to non-native plant infestations that pose a direct threat to the Forest’s native ecosystems.

Some of the species of particular concern on the Nantahala and Pisgah National Forests include Oriental bittersweet, princess tree, privet, and Japanese honeysuckle.

Battle to control water milfoil on Cazenovia Lake (NY) leads to new fee for boat access

Cazenovia, NY -- Village leaders have made some changes to last year's Cazenovia Lake boat launch policy in hopes of protecting the lake from invasive species, nearly doubling the price of access by adding an environmental impact fee and promising 100 percent inspection of boats.

The Cazenovia Village Board unanimously passed the amended policy Monday night, adding a $35 environmental impact fee to the $40 cost of the village's base permit for nonresidents using the public launch at Lakeside Park.

Trustees said the money would be used to cover round-the-clock inspections, with security guards from Morris Protective Services during high traffic hours weekday mornings and weekends, part-time employees during afternoons and volunteer staff in the evenings.

The inspections are part of a recent thrust of intermunicipal cooperation to help limit the impact of Eurasian watermilfoil, a weed whose presence has spread exponentially in recent summers. Town leaders have applied for a state permit to use the pesticide Renovate in sections of the lake this spring, a chemical that has had success in killing milfoil in Saratoga Lake and several of the Finger Lakes.

The eradication process will be paid for with both public and private dollars, and village officials said the increased fee would help keep other invasive species from becoming a problem in the future.

"The entire community is making an enormous investment in the health and quality of the lake," said Trustee Kurt Wheeler, who helped put together the plan for 2009. "It is reasonable that those who come to use the lake contribute as well.

Steve Wowelko, chairman of the Onondaga Federation of Sportsmen's Clubs, said $75 seems steep.

"It will preclude the casual person who might come fishing once or twice from coming at all," said Wowelko, whose organization donated $1,000 for ramps at the park last year as a goodwill gesture from sportsmen in neighboring Onondaga County. "The local businesses will be hurt because people won't be coming."

Dan Bishop, director of fisheries for the state Department of Environmental Conservation's regional office, said nearby Otisco Lake has a remote car-top boat launch as well as several privately owned access points that charge $8 to $10 to launch. The state considers that lake to have full public access, and stocks the waters and manages the habitat, Bishop said.

"That's thought of as being a reasonable launch fee," he said. "In the case of Cazenovia Lake, the restrictions are much more severe. (A $75 permit fee) makes it much more prohibitive, much more discriminatory."

Trustee Paul Brooks questioned whether enough permits would be sold to cover the cost of the inspection regime. Last year, the village sold 248 permits at $40 each. The village banked this year's plan on selling 220 permits, with an anonymous lakefront donor covering the $2,200 shortfall.

"In an economic year like this, a doubling of the permit fee could yield 50 percent of what you had last year," Brooks said. "If people only fish here two or three times a year, they might go somewhere else instead."

The park will be open from 6:30 a.m. to 9 p.m. May 2 through Labor Day. In the fall, the launch will be supervised on an as-needed basis, to accommodate people taking their boats off the water.

Trustee Tom Tait said the hours could be altered to match the available funding.
"It's got to be a collaborative effort, and people will pay their part," Tait said. "Eurasian milfoil is just the tip of the iceberg when it comes to invasive species." Link

Help on way for New England cottontail

The cutest endangered species in New Hampshire is getting some federal help – which is good, because the New England cottontail needs all the help it can get."

This is one of our top priorities," John Kanter, the state's endangered-wildlife program coordinator, said of the elusive bunny.

As recently as the 1960s, the New England cottontail was found from the Hudson River through southern Maine and also thrived in New Hampshire. Today, officials know of only 10 places where the species is found at all, mostly in a few flooded areas along the Merrimack River south of Concord and in the Seacoast.

The New England cottontail, like many species, has suffered from changes in habitat.

It likes brushy land in transition between field and forest, with lots of brambles and low bushes where it can hide and find food. That sort of thicket was common when New Hampshire was filled with farms. Today, however, the state mostly consists of mature forests, which don't have much undergrowth, or developed land, which has even less.

Adding to its problems are invasive plants, such as multiflora rose, honeysuckle bush and autumn olive, that drive out the rabbits' preferred cover and food, plus the increase in whitetail deer, which compete with the cottontail for food.

Finally, there's the Eastern cottontail, which is a distinct species of rabbit despite the fact that it looks so similar that most people can't tell them apart; only by sampling DNA from fecal pellets can scientists be sure.

The Eastern cottontail was introduced into the Northeast in the first half of the 20th century, largely by hunting clubs, and is doing fine, largely because it seems better at spotting predators, according to the U.S. Fish & Wildlife Service. Link

Invasion of the Blobs

Although the moon jellyfish is currently widely distributed throughout the world, scientists believe that this jellyfish was probably transported and introduced to many of its current habitats by ships.

How do ships introduce non-native species of jellyfish to new habitats? For one thing, young jellyfish, known as polyps, travel with ships after clinging to their hulls. In addition, ships take on ballast water needed for stability in originating harbors, and then dump this water along with accompanying organisms, including jellyfish, into destination harbors.

Ships currently transport millions of gallons of ballast water around the world annually. Largely because of this phenomenon, 15 to 25 percent of all marine species that are currently found in global sea ports are non native.

Once non-native jellyfish are released from ships into new habitats where conditions suit them, they may colonize these habitats. And if these invasive jellyfish face few or no predators to control their numbers, their populations may explode into large swarms. Large jellyfish swarms may consume large numbers of commercial fish and thereby damage the fishing industry.

Invasions of non-native species of jellyfish have wreaked havoc on many ecosystems, including the Gulf of Mexico, the Sea of Japan, the Black Sea, the Caspian Sea and the Mediterranean. The costs of resulting ecological problems to the tourism and fishing industries have been staggering.

How do scientists distinguish native from invasive species of jellyfish? By using DNA analyses. Native species that have had a long history in a particular ecosystem have had time to diversify, while specimens taken from recently introduced species show more similarity with each other.

In addition, scientists are currently poring over records of worldwide marine life that were fastidiously maintained by some early explorers. Such analyses will help scientists map the natural distributions of jellyfish species before large-scale shipping introduced non-native species to new habitats. Link

Drawdowns at Candlewood Lake could use study

Annual drawdowns at Candlewood Lake, Connecticut, to kill invasive watermilfoil plants could use more study

By now, there's a wide ring of ice and snow encircling Candlewood Lake. Unless there's a serious thaw, that wintry crust may stay in place until February.

"It's actually very nice,'' said Michael Calandrino, a member of the Danbury Common Council who lives on the lake and has walked and cross-country skied around its perimeter when the lake water is low. "We've had some good times out there.''

In February the season of the lake's deep drawdown will end, and Candlewood will gradually start rising. By spring it should be back to about 427 feet above sea level -- 8 to 10 feet higher than this winter's low.

FirstLight Power Resources, which owns the lake, manipulates its level. For the past 20 years, FirstLight and its predecessors -- Connecticut Light & Power Co., then Northeast Generation Services -- dropped the lake down deep every couple of years, the better to kill off Eurasian watermilfoil, the invasive plant that befouls the lake in summer.

In 2008 the watermilfoil was especially thick and noxious. Therefore, the news of a deep drawdown was welcome. Freezing winter weather can kill the exposed plants, leaving the lake a little less tangled for a year or two.

But that doesn't always happen. Sometimes, even after the lake has been low, the watermilfoil comes back strong.

That has led Larry Marsicano, the executive director of the Candlewood Lake Authority, to ask: When the drawdown doesn't work, what are we doing wrong?

"We've had years when we've had limited success, even when we've had back-to-back-to-back drawdowns,'' he said.

Working with the New Fairfield-based Candlewood Watershed Initiative, Marsicano has looked at the rise and fall of the lake over the past 20 years.

He's found that in recent years the owners have not dropped the lake as low as they had in the past. For example, in 1985 the lake fell below 419 feet for more than half of the two-month drawdown. In 1995 it fell below 418 feet for 21 days.

In comparison, in the last deep drawdown, January through March 2007, the lake was only below 419 feet for two days.

But Marsicano said what he and other researchers need to do is to match that data with weather records for the same year. A blanket of snow around the lake may act as a blanket, insulating rather than killing the watermilfoil.

"You need the cold,'' he said. "But you also need a dissicating dryness to kill them.''

Greg Bugbee, an assistant scientist at the Connecticut Agricultural Experiment Station in New Haven, is now studying watermilfoil on Candlewood Lake. He admits, somewhat ruefully, there's been little research on the weather's effect on the plant -- what conditions kill it, what conditions help it survive.

Given that watermilfoil is a problem in lakes throughout the continental U.S. and parts of Canada, he said, this lack of research is "kind of shocking.''

Bugbee said it makes sense that a layer of thick, fluffy snow would protect the watermilfoil. It's not clear that a shelf of ice would do the same.

Marsicano said if the region is undergoing climate change, that might also affect how the drawdown works. "There are so many variables to consider."

He said it may be that the drawdowns should start earlier -- in early December -- to expose the watermilfoil to winter cold without snow protection. Dropping the lake a foot or two lower may also help. Link

New York farm fights starling flock

HILLSDALE--Bill Carney, 56, bends down in his backyard Friday and picks up a dead black bird with his bare hands and throws it away in the garbage. There are three European starlings on the ground around his home on Anthony Street.

"I noticed the one dead and didn't think anything of it," he said. "I came back later and there were two more. I'm upset about this whole scenario."

Residents in the area are discovering dead birds on their property, and while officials say there is no threat of disease from the birds, Mr. Carney wants some answers.

Last week officials with the United States Department of Agriculture Animal and Plant Health Inspection Services program visited a farm in Copake at the request of the farmer and applied a chemical called DRC-1339, a federally restricted pesticide. They were using it for what they call a "controlled baiting" of the non-native invasive species, which is not protected by federal law. The chemical kills the birds.

"We are focusing on the starlings for the feed consumption disease threats... with dairy farms," said Kenneth Preusser, a Craryville native who works for the USDA office on Route 9 in Castleton.

One example he cited was the possibility that the birds would spread salmonella.

The state Department of Conservation says that because DRC-1339, which has as its active ingredient 3-Chloro-4-methyl-benzenamine hydrochloride, is classified as a "Restricted Use Pesticide" it is "for use only by USDA personnel trained in bird control or persons under their direct supervision."

"The main issue is when they are actually feeding on the farm, they are going for high protein. They also impact milk production, and take high protein rations from the cattle, an economic loss to the farmer as well," said Mr. Preusser.

Mr. Preusser would not divulge the name of the farmer, but said the department supplied the farm with 500 pounds of "pre-bait," and then applied the pesticide via bait. He said officials observed as roughly a thousand starlings ate the bait. He also said the officials made sure no cardinals, blue jays or other species were in the area. If any other birds flew on the farm during the controlled baiting the officials scared them away.

Mr. Preusser said that the pesticide is metabolized and excreted by the birds, which he said eliminates the threat of secondary poisoning to pets or other wildlife. The birds succumb to the pesticide within 24 hours after the application of DRC-1339.

"There are no secondary hazards," he said. "It is mainly targeted to the starlings."

Farmers who would like the pesticide administered may apply during January and February, when the starlings tend to congregate on dairy farms and cause damage by consuming and contaminating feed and potentially transmitting diseases to livestock. The fee is $700-$800, which covers the pre-bait, bait, salary and vehicle use.

Move to make firewood transport ban permanent

ALBANY, NY — To fight the spread of invasive pests, the state is moving to permanently bar the movement of untreated firewood from one part of the state to another.

Temporary emergency rules that ban moving firewood more than 50 miles from its source have been in place since June 2008, State officials hope the ban will prevent the spread of such invasive species as the emerald ash borer, Asian longhorned beetle and sirex wood wasp through infested wood.

The regulations do not affect homeowners cutting wood on their own property for use on that same property. They also do not affect firewood being transported through New York for sale and use in another state.

"Invasive pests and diseases damage both the environment and the economy," said Department of Environmental Conservation Commissioner Pete Grannis. "By taking proactive measures, we can reduce the risks of the inadvertent introduction of invasive and destructive pests and further protect our forests, woodlands and urban trees."

Under the regulation, only firewood cured by heating to a core temperature of 160 degrees Fahrenheit for 75 minutes can be moved without restriction.

A draft plan that targets more than 180 invasive species threatening Georgia’s rich variety of native wildlife is available for public comment.

The Georgia Invasive Species Strategy describes the complex scope of problems posed by non-native plants, animals and disease-causing organisms and proposes ways to lessen the impacts in a state ranked sixth in the nation in biological diversity.

Jon Ambrose, assistant chief of the Georgia Wildlife Resources Division’s Nongame Conservation Section, said the strategy provides a framework that will help communicate and coordinate invasive species management priorities.

North Carolina officially bans vitex, "kudzu of the coast"

A plant that was first promoted by North Carolina has now been outlawed by state officials.

Rules to ban the sale, transport and possession of beach vitex by nurseries, garden shops and private property owners passed their final regulatory hurdle on Thursday.

The plant will be officially added to the state’s “noxious weed” list on Feb. 1.

Fast-growing, salt-tolerant, disliked by animals and sporting a beautiful purple flower during the summer, vitex was marketed as a coastal landscaping plant by N.C. State University in the 1980s.

But vitex started worrying researchers earlier this decade when it began overtaking dunes, crowding out the native sea oats and sea grasses.

Beach vitex has been found all along the North Carolina and South Carolina coasts, including on most barrier islands in Southeastern North Carolina.

It also has been reported in Virginia, Georgia and along the Gulf Coast.
